We checked UlrichsWeb and a journal's website and didn't find the answer. That's not to say that it couldn't be there for some journals. Your best bet is to check a few issues of the journal (in print or online) and look at the page numbering. If the journal has a lot of issues but each one has the same (low) page numbers, you know that it's not continuously paginated - each issues starts over at pg 1. Conversely, if the issues have high numbers (assuming they aren't individually long enough to reach numbers that high), you can determine that the journal is indeed continuously paginated.
